From now on, when you want to give GM-access to a player, you must change the value of accesslevel field in the characters table.
For full access just set to 100.

Access XML templates are moved to config\xml\AccessLevels.
Only notable difference is that PlayerID was replaced by AccessLevel.
All characters with same corresponding accesslevel in the database will have same rights.
